Both of Devon's national parks are strict. Dartmoor's Local Plan does not support new self-contained holiday accommodation in open countryside and treats glamping units as new-build holiday lets (dartmoor.gov.uk); Exmoor applies similarly firm policy. Across England this is a material change of use needing permission and building regs. On tax, East Devon, North Devon and Mid Devon adopted the additional 100% second-home council-tax premium from April 2025 — genuine commercial lets meeting the letting thresholds may instead fall under business rates.
Where the carriages come from
The South Devon Railway at Buckfastleigh and the Dartmouth Steam Railway hold GWR stock but do not publish 'for sale' listings, so don't count on them as vendors. Sourcing is largely national — heritage lines clearing surplus Mark 1s and specialist dealers (vet each before committing). A carriage advertised locally for a token sum, as has happened, is the exception, not the market.
