England treats siting a carriage as a material change of use — plan for permission and building regs. The Exmoor National Park Authority is the planning authority within the park and is strict on landscape and dark-sky impact. Somerset is now largely a single unitary council, so one check covers most of the county's second-home council-tax premium position (Bath & North East Somerset, which has adopted a premium, sits on the fringe).
